THE Philippine Health Insurance Corp. (PhilHealth) on Friday assured the public that its funds were stable despite receiving zero government subsidy in the 2025 national budget.
“Despite the zero subsidy, the benefit packages of PhilHealth will not be affected; in fact, we will increase that and we can assure you that we will continue the service benefits of PhilHealth,” PhilHealth President Emmanuel Ledesma said.
PhilHealth Senior Vice President for Fund Management Sector Renato Limsiaco Jr. said the state health insurer’s P492 billion investment portfolio was more than adequate to fulfill its functions.
“PhilHealth has enough funds to cover whatever payment that we will release in 2025,” Limsiaco added.
He said that if the P271 billion corporate operating budget for 2025 is not enough to fund benefit packages, additional funding can be requested from the board.
Limsiaco said that they are committed to settling the P4 billion unpaid claims with members of the Private Hospitals Association of the Philippines upon submission of requirements.
“On the part of PhilHealth, we are doing the claims enhancement processing, but on the part of the hospitals, we are requesting them to submit their quality claims, because if they are submitting [them] past 60 days, they will be delayed, he added.
PhilHealth said it has enhanced the benefit packages for ischemic heart disease-acute myocardial infarction, peritoneal dialysis, kidney transplantation, preventive oral health services, and outpatient emergency care benefits.
It was also added that case rates for over 9,000 benefit packages were up by as much as 50 percent, such as moderate-risk pneumonia (P19,500 to P29,250) and cesarean section delivery (P24,700 to P37,050).
Ledesma urged hospitals to strictly implement the “no co-payment” scheme.
“Health care should be equitable and accessible. By strictly adhering to the ‘no co-payment’ policy and fostering transparency in all transactions, we can ensure that no Filipino is left behind. Together, let us prove that Universal Health Care is not just a vision, but a reality we are delivering today,” he added.
