MANILA, Philippines — An energy group on Thursday filed a complaint before the Office of the Ombudsman against Energy Secretary Raphael Lotilla, accusing him of violating the Anti-Graft and Corrupt Practices Act.
The Power for People (P4P) coalition said in a press statement on Thursday that the complaint was in connection with his alleged endorsement of the “Aboitiz-owned Therma Visayas Inc. (TVI) Unit 3 expansion in Toledo City, Cebu,” which the group claimed was in “violation of the provisions of the coal moratorium imposed during the Duterte administration.”
The coal moratorium took effect in 2020 and the Department of Energy approved TVI’s expansion in 2023, P4P said.
